Job Purpose
The Phase-in Manager will lead the setup and operationalization of the new Sponsorship Funded Programme (SFP) areas during the initial phase-in period. This role ensures inclusive community engagement, strong government relations, effective risk management, and successful partner mobilization in alignment with Plan International’s strategic priorities and country strategy.
Key Responsibilities
- Lead the phase-in process of the new Sponsorship Funded Programme areas
- Ensure inclusive engagement with communities and local stakeholders
- Build and maintain strong relationships with government authorities and local partners
- Manage risk and ensure compliance with organizational standards
- Support partner mobilization and coordination activities
- Establish a strong operational foundation for long-term programme success
Educational Qualifications
- Bachelor’s or Master’s degree in Social Sciences, Development Studies, Public Administration, International Development, or related field is required.
Experience Requirements
- At least 7 years of progressive experience in community mobilization, government liaison, project management, or similar roles within development or humanitarian settings.
Skills & Competencies
The ideal candidate will have:
- Strong experience in managing phased programme transitions and community readiness assessments
- Demonstrated ability in budget monitoring, expenditure tracking, and use of ERP systems (e.g., SAP)
- Excellent stakeholder engagement and donor relationship management skills
- Strong communication skills in both Bangla and English
- Ability and willingness to travel, including to remote locations
- Deep contextual knowledge of Bangladesh’s socio-cultural and governance systems
